Tosas, based in Wadeville, is seeking the expertise of an HR Manager.
The company specializes in the modification of bitumen and produces and manufactures most types of modified binders and emulsions used in the road industry in the countries where it operates.
MINIMUM BASIC REQUIREMENTS:
- Grade 12. A Degree or a 3-year Diploma in Human Resource Management.
- A minimum of 8 years’ experience in Human Resource Management, which includes at least 3 years in a management role. Experience in developing an HR operational plan.
- Own transport.
- Willing to travel to various provinces (when necessary).
- Based in Wadeville, Gauteng.
- South African citizen.
MINIMUM COMPETENCY REQUIREMENTS:
- Computer literate - MS Office Intermediate level.
- HR information systems knowledge.
- Management reporting systems knowledge.
- Sound knowledge of and exposure to organisational effectiveness and organisational development which includes proper change management principles, culture, leadership development etc.
- Sound experience with and knowledge of South African legislation, bargaining councils and the CCMA.
- Experience relating to occupational health and BBBEE.
- Sound knowledge of job evaluations and grading frameworks.
- Practical experience selecting, administering and interpreting OD diagnostics will be advantageous (surveys, climate assessments etc).
JOB SPECIFICATION
Primary Duties:
- Strategic HR leadership, planning & governance
- HR strategy & operational plan execution: Develop, drive, and execute the annual HR Operational Plan to align people practices with the broader organisational (Raubex and Tosas) strategy and operating model. Oversee implementation, progress tracking, and regular evaluation.
- Organisational strategy & alignment: Provide strategic HR leadership and executive advice to senior management, ensuring best practice, sound governance, and strong alignment between business goals and talent strategy.
- Policy & systems integration: Develop, align, and maintain HR policies, procedures, and systems to ensure fair, consistent application across Tosas in line with evolving legislation.
- Organisational development, culture & capability
- Organisational design & culture: Evaluate current organisational structures, job designs, and workflows to optimise operational efficiency, enhance culture, and support strategic growth objectives.
- Talent effectiveness: Develop, manage, and continuously evaluate talent effectiveness initiatives (which include talent attraction, talent acquisition, talent activation and talent management) to build high-potential pipelines safeguarding critical skills and build leadership capability.
- Mentorship, leadership development & onboarding: Oversee structural mentorship programs and direct new-hire onboarding programs to accelerate time-to-productivity, drive retention, and fulfil B-BBEE requirements.
- Change management & performance culture: Drive organisational change management initiatives and oversee the evaluation of training programs to foster a high-performance culture and address critical skill gaps.
- Employee relations, compliance & legislative governance
- Industrial relations & employee mediation: Serve as the strategic bridge between management and employees to resolve workplace issues, handle inquiries, interpret contracts, and represent the organisation at formal hearings or dispute bodies.
- Disciplinary oversight: Advise and guide management on progressive discipline, ensuring procedural fairness for inquiries, warnings, and labour disputes.
- Legislative compliance & EE governance: Direct full compliance with statutory labour laws, continuously review legislative updates, manage the Employment Equity Forum, and ensure timely submission of EEA statutory reports to the Department of Employment and Labour.
- Financial management, remuneration & operations
- HR budgeting & cost optimisation: In partnership with the CFO, build, execute, and monitor the HR operational budget. Continuously track controllable HR expenses against year-to-date budgets to identify cost-optimisation opportunities.
- Remuneration support & strategic input: Provide salary and wage benchmark data, market insights, and strategic input to the Managing Director to support the annual remuneration and increase review process.
- HR administration & operational reporting: Oversee the lifecycle administration of employment contracts, oversee applicable allowance approvals, coordinate long service awards, and produce monthly HR analytics and reporting.
